Η συγκεκριμένη RC αντιπροσωπεύει το πρώτο ολοκληρωμένο και άρτιο build του IE9 εφόσον περιλαμβάνει πολυάριθμα updates εν συγκρίση με τις beta εκδόσεις, τα downloads των οποίων έφτασαν τα 23.000.000. Μέσα στα εν λόγω updates κατατάσσεται η λειτουργία Tracking Protection, οι βελτιώσεις σε Pinned Sites, η δυνατότητα να κλείνει ο χρήστης tabs χωρίς να τα επιλέγει πρώτα, δυνατότητες geolocation, expanded web standard support και αυξημένες επιδόσεις. Ο Steve Ballmer, CEO της εταιρείας, για παράδειγμα, υποσχέθηκε στις αρχές του 2007 ότι δεν θα πάρει ποτέ ξανά τόσο χρόνο στην Microsoft να βγάλει νέο λειτουργικό, όπως είχε γίνει με τα Windows XP & Vista. Διοικητικά στελέχη της Microsoft, ανέφεραν κατʼ επανάληψη ότι τα Windows 7 θα κυκλοφορήσουν μέσα σε 3 χρόνια από την κυκλοφορία των Vista, κάτι που ερμηνεύτηκε από πολλούς αναλυτές, αρχές του 2010.
